Overview:

Along with various announcements and the flowery language of the budget, are the documents that give allotment to different ministries, and Public enterprises.  This article gives data of previous budget by segregating various industries.

Issues:

It is very important to see Actual, Budgeted and Realised for same year to see efficiency of budget spending for any Ministry. Budgeted allotment to any ministry is based on realised budget and the policy of the government. If the government says that they want to focus on an area, but doesnt allot money, or not spend after allotment, there is discord between words and actions. One must look at budget documents in detail.
